Understanding Calgary’s Bylaw Changes for Short-Term Rentals Airbnb and Vrbo

The short-term rental industry in Calgary is booming.


But as some see the need for process change to ensure the safety and well-being of guests, hosts, and communities, prepare for upcoming amendments. Effective Tuesday, June 6, 2023, the City Council has approved changes to the bylaw for Calgary short-term rentals with hopes of striking a balance between community concerns and the short-term rental businesses that operate within them.

Key Changes to the Business Licence Application

There are three key changes to business licence requirements for hosts who rent properties on platforms like Vrbo and Airbnb, which take effect on January 1, 2024. 

  • Key Change #1: The business application must include proof that the owner of the property consents to using it as a short-term rental in Calgary, along with the previously required consent from the condominium board. This amendment will prevent other people (usually existing tenants) from renting out property they don’t own, unbeknownst to the owner. 
  • Key Change #2: The applicant must provide proof of liability insurance and a review of the short-term rental property for prior concerns before approval of the licence application.
  • Key Change #3: All short-term rentals, such as Airbnb’s in Calgary, Alberta, must undergo a mandatory fire inspection and have a safety floor plan posted inside the property noting all escape exits and emergency contact information.


Support From Airbnb and Community Associations

Airbnb is supporting the new changes to the bylaw for short-term apartment rentals in Calgary by committing to work with hosts and the city of Calgary to help implement them.


Multi-family buildings are prime real estate for short-term rentals. The Beltline Neighbourhood Association, representing the residents of these buildings, has heard concerns regarding short-term rentals and their effects on some residents. 


The Beltline Neighbourhood Association welcomes the changes to the bylaw, and they believe that the amendments will improve their residents' quality of life.


Impact on Short-Term Rental Market in Calgary

The City of Calgary plans to launch several awareness campaigns to provide information regarding the enhanced licence application process to both the hosts of short-term rentals and the guests. The more information we have, the more questions will arise, leading to a safer and more enjoyable experience for all.


Calgary currently has more than 4,000 licensed short-term rental accommodations and expects the industry to grow steadily. Current hosts can continue operating under their old licence until January 1, 2024, but are encouraged to work on updating sooner than later to ensure timely approval.
